The Mayor of Chalki, Mr. Evangelos Fragakis, participated in the 16th Plenary Session of the Euro-Mediterranean Regional and Local Assembly (ARLEM, which took place on 6-7 November 2025 in Palermo, Italy.<\/p>\n\n\n\n
Within the framework of the Plenary, the Draft ARLEM Report 2025 on “Territorial Perspectives for the New Euro-Mediterranean Strategic Agenda”, as well as the Action Plan 2026-2030 for the next period of cooperation, were discussed and approved.<\/p>\n\n\n\n
The Action Plan focuses on the local implementation of the New Pact for the Mediterranean, with the participation and co-ownership of local and regional authorities on all three Mediterranean coasts.<\/p>\n\n\n\n
The Action Plan is based on two main pillars:<\/p>\n\n\n\n
\u2022 Resilient Mediterranean Cities \u2013 with a holistic approach linking water management, the blue economy, civil protection and climate diplomacy at the regional level.<\/p>\n\n\n\n
\u2022 Empowering people and promoting inclusive socio-economic development, with a focus on youth employment, skills development and the promotion of local talent.<\/p>\n\n\n\n
Among the significant initiatives, the ARLEM Award for Young Local Entrepreneurship stands out, which highlights innovative youth businesses supported by local and regional authorities.<\/p>\n\n\n\n
At the suggestion of Roberto Pella, Mayor of Valdengo, Vice-President of ANCI and Member of the Italian Parliament, the Action Plan welcomes and encourages initiatives that support students from Mediterranean countries affected or in war situations to continue their studies in European Union member states.<\/p>\n\n\n\n
In addition, following a proposal by Eleni Loucaidou, Member of the Municipal Council of Nicosia. and the support of the Head of the Greek Delegation, the Regional Governor of the South Aegean, Mr. George Hatzimarkos, ARLEM reaffirmed its unwavering support for the sovereignty, unity and territorial integrity of the Republic of Cyprus.<\/p>\n\n\n\n
At the same time, ARLEM reiterated its commitment to a comprehensive settlement of the Cyprus problem within the framework of the United Nations, in accordance with the relevant UN Security Council resolutions, and to promote dialogue and cooperation between the two communities at the local level.<\/p>\n\n\n\n
The participation of the Mayor of Chalki, Mr. Evangelos Fragkakis, highlights the active role of Chalki in the Euro-Mediterranean dialogue on sustainable development, innovation and island resilience.<\/p>\n\n\n\n
As a representative of a small but dynamic island, the Mayor conveyed the experience and the vision of Chalki for local development with respect for the environment and social cohesion, underlining the importance of cooperation between local communities of the Mediterranean for a common, green and sustainable future.<\/p>\n\n\n\n
